Abstract

Should images with greater pilot disagreement receive more ratings? In a fixed sample of 4,000 AVA histograms, an eight-vote pilot guided allocation of 48,000 additional retained judgments. Its exact conditional mean squared error was 0.1554, versus 0.1411 for twelve additional judgments per image. An allocation allowed to inspect the remaining vote distributions achieved 0.1379. The small pilot therefore harmed this budget rule despite modest available headroom. These results concern estimating captured finite-record means, rather than recruiting future raters or evaluating an automated quality model.

Exploratory finite-record study. Simulated retention of existing judgments, without new annotators, measured annotation costs, or a completed publication review.
